近(jin)日,中(zhong)國社會(hui)(hui)科(ke)學(xue)院(yuan)社會(hui)(hui)學(xue)研(yan)(yan)究所、中(zhong)國關心(xin)下(xia)(xia)一代工作委員會(hui)(hui)與(yu)社會(hui)(hui)科(ke)學(xue)文獻出(chu)版(ban)社聯合發布了《中(zhong)國關心(xin)下(xia)(xia)一代藍(lan)皮書: 中(zhong)國關心(xin)下(xia)(xia)一代研(yan)(yan)究報告(gao)(2020)》。

《中國關心下一代藍皮書: 中國關心下一代研究報告(2020)》聚焦于一個具有現實意義的研究問題。深入研究當代青少年成長成才的特點和規律,了解青少年優勢和短板,發揮廣大老干部、老戰士、老專家、老教師、老模范等五老優勢,引導廣大青少年樹立遠大理想具有重要現實意義。本研究立足這一現實社會問題,研究結果可為政府和相關職能部門提出行之有效的相關政策建議。本研究將青少年研究學者的理論知識和關工委一線工作者一線的工作經驗和資料統合,把理論視角和實踐視角結合起來,全面了解我國青少年成長面臨的問題與挑戰,并全面評估關工委五老群體開展的關心下一代工作在青少年研究方面的學術和理論價值。

近日,中(zhong)國(guo)(guo)(guo)社(she)(she)會(hui)科(ke)學院社(she)(she)會(hui)學研究所、中(zhong)國(guo)(guo)(guo)關心下一(yi)代工作委員會(hui)與(yu)社(she)(she)會(hui)科(ke)學文(wen)獻出版(ban)社(she)(she)聯合發布了《中(zhong)國(guo)(guo)(guo)關心下一(yi)代藍皮書: 中(zhong)國(guo)(guo)(guo)關心下一(yi)代研究報(bao)告(gao)(2020)》。

藍皮書指出,關工委在黨的領導下堅持實事求是、充(chong)分發揮主觀能(neng)動性,在青少年(nian)思想(xiang)道德建(jian)設工作上(shang)取得重大進展(zhan)。

首(shou)先,關工(gong)委堅持立(li)德(de)樹人,在加強青(qing)少(shao)年(nian)思(si)想(xiang)(xiang)道(dao)德(de)建(jian)設上走(zou)出了新(xin)路: 在深入(ru)開展“愛學(xue)習、愛勞動、愛祖(zu)國(guo)(guo)(guo)”“學(xue)雷鋒”“老少(shao)共(gong)筑(zhu)中(zhong)國(guo)(guo)(guo)夢”“傳(chuan)承紅(hong)色基(ji)因,爭做時代(dai)新(xin)人”等主題(ti)教(jiao)(jiao)育(yu)的(de)(de)基(ji)礎上,2016年(nian)中(zhong)國(guo)(guo)(guo)關工(gong)委推廣了山東省關工(gong)委在全(quan)省青(qing)少(shao)年(nian)中(zhong)開展黨(dang)(dang)史(shi)(shi)國(guo)(guo)(guo)史(shi)(shi)教(jiao)(jiao)育(yu)的(de)(de)經(jing)驗。近年(nian)來,各(ge)地(di)關工(gong)委把“兩史(shi)(shi)”教(jiao)(jiao)育(yu)(指(zhi)黨(dang)(dang)史(shi)(shi)和(he)國(guo)(guo)(guo)史(shi)(shi)教(jiao)(jiao)育(yu))作為(wei)社會(hui)主義核心價值觀(guan)宣(xuan)傳(chuan)教(jiao)(jiao)育(yu)的(de)(de)重要組成(cheng)部分,采取多種舉措生(sheng)動形象地(di)詮(quan)釋弘揚(yang)社會(hui)主義核心價值觀(guan),教(jiao)(jiao)育(yu)成(cheng)效非常顯著,這(zhe)些主題(ti)活(huo)動較好(hao)地(di)幫(bang)助青(qing)少(shao)年(nian)解決思(si)想(xiang)(xiang)迷茫(mang)和(he)認識(shi)模糊的(de)(de)問題(ti),逐步(bu)增強了中(zhong)國(guo)(guo)(guo)特色社會(hui)主義的(de)(de)理論自(zi)信、道(dao)路自(zi)信、制度自(zi)信、文化自(zi)信,廣大(da)青(qing)少(shao)年(nian)真正從思(si)想(xiang)(xiang)上認識(shi)到沒有(you)共(gong)產(chan)黨(dang)(dang)就沒有(you)新(xin)中(zhong)國(guo)(guo)(guo),沒有(you)共(gong)產(chan)黨(dang)(dang)就沒有(you)今天的(de)(de)幸福生(sheng)活(huo)。

其次,在加(jia)強青少(shao)(shao)年理想信(xin)念教(jiao)育(yu)方面,關工(gong)委組織廣(guang)(guang)大老(lao)同志參加(jia)五老(lao)宣(xuan)講(jiang)(jiang)團、報(bao)告團,以(yi)社區鄉(xiang)村、學校(xiao)企業(ye)以(yi)及網絡空間為主(zhu)陣地(di),針對(dui)不同年齡段青少(shao)(shao)年的(de)特點和需求(qiu),結合地(di)方史(shi)為廣(guang)(guang)大青少(shao)(shao)年講(jiang)(jiang)黨和國家的(de)發展歷(li)程和革命傳統(tong),講(jiang)(jiang)家鄉(xiang)的(de)歷(li)史(shi)巨變,講(jiang)(jiang)英模先烈奮斗(dou)事跡(ji),老(lao)同志們用參加(jia)革命、建設、改(gai)革的(de)親(qin)身經歷(li),具體生動地(di)對(dui)青少(shao)(shao)年進行(xing)革命傳統(tong)教(jiao)育(yu),提高(gao)了廣(guang)(guang)大青少(shao)(shao)年識別(bie)和抵制各種錯(cuo)誤(wu)思想的(de)能(neng)力。湖南、湖北、江蘇、四川(chuan)等(deng)省區市,組織了萬(wan)名(ming)五老(lao)報(bao)告團深(shen)入青少(shao)(shao)年中宣(xuan)講(jiang)(jiang),取得了顯著成效。

此外,在(zai)工(gong)(gong)(gong)(gong)(gong)作形式上(shang),關(guan)工(gong)(gong)(gong)(gong)(gong)委(wei)積極探索(suo)“互聯(lian)網+黨(dang)史國史”教(jiao)(jiao)(jiao)育形式,引導(dao)五(wu)老融(rong)入網絡社(she)會(hui)(hui),利(li)用(yong)互聯(lian)網和微(wei)(wei)信(xin)、微(wei)(wei)博,通過動(dong)(dong)(dong)畫、微(wei)(wei)電影、微(wei)(wei)作文等形式,在(zai)青(qing)少(shao)(shao)年(nian)(nian)(nian)中(zhong)(zhong)(zhong)唱響(xiang)了(le)(le)學(xue)(xue)(xue)黨(dang)史、頌黨(dang)恩、跟黨(dang)走(zou)的(de)(de)主(zhu)旋律。老同(tong)(tong)志(zhi)們的(de)(de)幫助,增強了(le)(le)青(qing)少(shao)(shao)年(nian)(nian)(nian)學(xue)(xue)(xue)習(xi)黨(dang)史國史和馬(ma)(ma)克思(si)(si)主(zhu)義理論(lun)的(de)(de)主(zhu)動(dong)(dong)(dong)性,以及對黨(dang)和國家(jia)的(de)(de)信(xin)任(ren)感和認同(tong)(tong)感,自(zi)覺把個人(ren)的(de)(de)前途(tu)和民(min)族的(de)(de)命(ming)運(yun)緊緊聯(lian)系起來,更加堅(jian)定了(le)(le)理想(xiang)信(xin)念,愛國、愛黨(dang)、愛社(she)會(hui)(hui)主(zhu)義。除此之外,關(guan)工(gong)(gong)(gong)(gong)(gong)委(wei)注(zhu)重青(qing)少(shao)(shao)年(nian)(nian)(nian)道德(de)實(shi)踐養(yang)成(cheng),在(zai)深(shen)化(hua)主(zhu)題教(jiao)(jiao)(jiao)育的(de)(de)同(tong)(tong)時,著力抓了(le)(le)思(si)(si)想(xiang)道德(de)的(de)(de)實(shi)踐養(yang)成(cheng),開展了(le)(le)“學(xue)(xue)(xue)雷鋒、心向(xiang)黨(dang)、講(jiang)品德(de)、見行動(dong)(dong)(dong)”以及院士(shi)回(hui)母校(xiao)(xiao)、工(gong)(gong)(gong)(gong)(gong)匠進校(xiao)(xiao)園、老兵講(jiang)堂、傳遞金鑰匙等青(qing)少(shao)(shao)年(nian)(nian)(nian)道德(de)實(shi)踐活動(dong)(dong)(dong),引導(dao)青(qing)少(shao)(shao)年(nian)(nian)(nian)做(zuo)到知(zhi)行統一,激(ji)勵廣(guang)大青(qing)少(shao)(shao)年(nian)(nian)(nian)樹立(li)遠大理想(xiang)、激(ji)發(fa)學(xue)(xue)(xue)習(xi)動(dong)(dong)(dong)力、培(pei)養(yang)奮斗精神、立(li)志(zhi)報國。中(zhong)(zhong)(zhong)國關(guan)工(gong)(gong)(gong)(gong)(gong)委(wei)推廣(guang)了(le)(le)吉林(lin)省高(gao)校(xiao)(xiao)大學(xue)(xue)(xue)生(sheng)自(zi)學(xue)(xue)(xue)馬(ma)(ma)克思(si)(si)主(zhu)義小(xiao)組、上(shang)海長寧區中(zhong)(zhong)(zhong)學(xue)(xue)(xue)生(sheng)馬(ma)(ma)克思(si)(si)主(zhu)義讀(du)書會(hui)(hui)堅(jian)持二十多年(nian)(nian)(nian)的(de)(de)經(jing)驗,發(fa)動(dong)(dong)(dong)有(you)理論(lun)基(ji)礎的(de)(de)老同(tong)(tong)志(zhi)指導(dao)大中(zhong)(zhong)(zhong)小(xiao)學(xue)(xue)(xue)生(sheng)開展主(zhu)題讀(du)書活動(dong)(dong)(dong),關(guan)工(gong)(gong)(gong)(gong)(gong)委(wei)從1994年(nian)(nian)(nian)開始舉辦的(de)(de)“中(zhong)(zhong)(zhong)華(hua)魂”主(zhu)題讀(du)書活動(dong)(dong)(dong),目前已覆蓋21個省區市(shi),累計參加人(ren)數3億人(ren)次。這些活動(dong)(dong)(dong)已經(jing)成(cheng)為在(zai)青(qing)少(shao)(shao)年(nian)(nian)(nian)中(zhong)(zhong)(zhong)進行社(she)會(hui)(hui)主(zhu)義核心價(jia)值觀教(jiao)(jiao)(jiao)育,提高(gao)思(si)(si)想(xiang)道德(de)素質,弘揚中(zhong)(zhong)(zhong)華(hua)民(min)族精神的(de)(de)品牌工(gong)(gong)(gong)(gong)(gong)程,是(shi)關(guan)工(gong)(gong)(gong)(gong)(gong)委(wei)在(zai)全國推廣(guang)的(de)(de)工(gong)(gong)(gong)(gong)(gong)作品牌,贏得(de)廣(guang)大青(qing)少(shao)(shao)年(nian)(nian)(nian)和家(jia)長的(de)(de)歡迎。

再(zai)次,關(guan)工委堅(jian)持以德(de)育人(ren)與以文(wen)化育人(ren)相(xiang)結合,在(zai)相(xiang)關(guan)部門的(de)(de)支持下,開展了(le)(le)“中(zhong)華(hua)(hua)大(da)家園”關(guan)愛各族少(shao)年兒童成長活(huo)動(dong),連(lian)續舉辦了(le)(le)多屆中(zhong)國東盟(meng)“10+1”青少(shao)年文(wen)化交(jiao)流(liu)節活(huo)動(dong)、十(shi)六屆中(zhong)日韓(han)兒童童話交(jiao)流(liu)活(huo)動(dong)、十(shi)二(er)屆海峽兩岸關(guan)愛下一(yi)代(dai)成長論壇,還開展了(le)(le)“愛我(wo)中(zhong)華(hua)(hua)”萬名青少(shao)年夏令營(ying)等豐富(fu)多彩的(de)(de)青少(shao)年文(wen)化交(jiao)流(liu)活(huo)動(dong)。這些活(huo)動(dong)注重用(yong)文(wen)化涵養道德(de),在(zai)科學創(chuang)新精神培養、文(wen)化交(jiao)流(liu)交(jiao)融中(zhong),引導青少(shao)年勤學、修德(de)、明(ming)辨,在(zai)遇到(dao)困惑和(he)問(wen)題(ti)時能(neng)夠理(li)性分(fen)析(xi),做出正確選擇。

最后,關工(gong)委注重(zhong)青少年(nian)(nian)教(jiao)(jiao)育(yu)實踐(jian)基(ji)(ji)地(di)(di)建設,積(ji)極爭取各方支持,助推建立了一批開展(zhan)愛國主義(yi)教(jiao)(jiao)育(yu)、黨史(shi)教(jiao)(jiao)育(yu)、國防教(jiao)(jiao)育(yu)、法治教(jiao)(jiao)育(yu)、科(ke)普教(jiao)(jiao)育(yu)和綠色(se)教(jiao)(jiao)育(yu)的(de)實踐(jian)基(ji)(ji)地(di)(di)。不少老(lao)同志(zhi)還深入挖掘整理地(di)(di)方史(shi),推動(dong)建立了一批基(ji)(ji)層愛國主義(yi)教(jiao)(jiao)育(yu)基(ji)(ji)地(di)(di)。據(ju)統(tong)計,截至2019年(nian)(nian)底,各地(di)(di)建立青少年(nian)(nian)教(jiao)(jiao)育(yu)基(ji)(ji)地(di)(di)36.7萬(wan)個,其中(zhong),中(zhong)國關工(gong)委掛牌(pai)全國關心下一代工(gong)作黨史(shi)國史(shi)教(jiao)(jiao)育(yu)基(ji)(ji)地(di)(di)138個,對青少年(nian)(nian)學習踐(jian)行社(she)會主義(yi)核心價值觀起(qi)到了積(ji)極的(de)促(cu)進作用(yong)。

《中國關心下一代藍皮書: 中國關心下一代研究報告(2020)》指出——關工委以“十百千萬”五老關愛行動為載體,深入實施五老關愛工程

近日,中國社會(hui)(hui)科(ke)學院社會(hui)(hui)學研究(jiu)所、中國關心(xin)下(xia)一代(dai)工作委(wei)員會(hui)(hui)與社會(hui)(hui)科(ke)學文(wen)獻(xian)出版社聯(lian)合發布了《中國關心(xin)下(xia)一代(dai)藍(lan)皮書: 中國關心(xin)下(xia)一代(dai)研究(jiu)報告(2020)》。

《中國關心下一代藍皮書: 中國關心下一代研究報告(2020)》指出——關工委在預防青少年犯罪方面一直發揮著不可替代的作用

近日(ri),中國社(she)會(hui)科(ke)學院社(she)會(hui)學研究所、中國關心下(xia)一代工作委員會(hui)與社(she)會(hui)科(ke)學文(wen)獻出版社(she)聯合發布(bu)了(le)《中國關心下(xia)一代藍皮書: 中國關心下(xia)一代研究報告(gao)(2020)》。

藍皮書(shu)指出,關工委(wei)作為(wei)我國預防(fang)(fang)青(qing)少(shao)年(nian)犯(fan)罪工作的重要成員單位,長期以來(lai)一直(zhi)發揮著不可(ke)替代的作用。具體來(lai)說,以五老(lao)為(wei)代表的關工委(wei)老(lao)同(tong)志參與預防(fang)(fang)青(qing)少(shao)年(nian)犯(fan)罪的工作主(zhu)要可(ke)以分為(wei)一般預防(fang)(fang)和特殊預防(fang)(fang)兩個方面(mian)。

一般預防是五老面向所有青少(shao)年(nian)(nian)開(kai)展(zhan)法(fa)(fa)(fa)治(zhi)宣講、陣地建(jian)設(she)和(he)法(fa)(fa)(fa)律(lv)知識(shi)學(xue)習等各(ge)類犯罪預防活(huo)動(dong)。例如,吉(ji)林延邊州(zhou)(zhou)關工(gong)委與(yu)州(zhou)(zhou)司法(fa)(fa)(fa)局成立依法(fa)(fa)(fa)治(zhi)州(zhou)(zhou)領導小(xiao)組辦公室,聯合開(kai)展(zhan)“十(shi)百千萬”法(fa)(fa)(fa)治(zhi)教(jiao)育(yu)(yu)活(huo)動(dong),全州(zhou)(zhou)組建(jian)10個宣講團,聘請199名法(fa)(fa)(fa)治(zhi)宣講員(yuan)、每(mei)年(nian)(nian)進(jin)行1000場次(ci)報告、受(shou)教(jiao)育(yu)(yu)者10萬人次(ci)。又如,江蘇省開(kai)展(zhan)未成年(nian)(nian)人零犯罪社區創建(jian)活(huo)動(dong),泰州(zhou)(zhou)市“未成年(nian)(nian)人零犯罪社區村”達(da)標率達(da)97.2%。天津(jin)、江蘇、福建(jian)、山東、甘肅、寧(ning)夏(xia)等地建(jian)設(she)現代化(hua)法(fa)(fa)(fa)治(zhi)教(jiao)育(yu)(yu)基地和(he)法(fa)(fa)(fa)治(zhi)文(wen)化(hua)宣傳體(ti)驗館,讓青少(shao)年(nian)(nian)在實踐中、體(ti)驗中形(xing)象地學(xue)習法(fa)(fa)(fa)律(lv)法(fa)(fa)(fa)規知識(shi)等。

特殊預防也(ye)是青(qing)(qing)少年(nian)(nian)(nian)犯罪(zui)預防的(de)(de)難點和(he)重點,關(guan)(guan)(guan)工委(wei)(wei)的(de)(de)五(wu)(wu)老(lao)在(zai)對(dui)有(you)犯罪(zui)行(xing)(xing)為的(de)(de)青(qing)(qing)少年(nian)(nian)(nian)的(de)(de)幫(bang)(bang)教(jiao)工作(zuo)(zuo)(zuo)中(zhong)(zhong)(zhong)發揮了不可(ke)替代的(de)(de)作(zuo)(zuo)(zuo)用。一(yi)方(fang)面,維(wei)(wei)護刑(xing)事(shi)(shi)司(si)法(fa)(fa)程序中(zhong)(zhong)(zhong)青(qing)(qing)少年(nian)(nian)(nian)的(de)(de)合法(fa)(fa)權益是未成(cheng)(cheng)(cheng)年(nian)(nian)(nian)人(ren)(ren)(ren)(ren)司(si)法(fa)(fa)保護的(de)(de)重要內容(rong),以云南(nan)未成(cheng)(cheng)(cheng)年(nian)(nian)(nian)人(ren)(ren)(ren)(ren)司(si)法(fa)(fa)項(xiang)(xiang)目(mu)為代表的(de)(de)關(guan)(guan)(guan)工委(wei)(wei)五(wu)(wu)老(lao)同志,作(zuo)(zuo)(zuo)為合適(shi)成(cheng)(cheng)(cheng)年(nian)(nian)(nian)人(ren)(ren)(ren)(ren)積極(ji)參與刑(xing)事(shi)(shi)程序中(zhong)(zhong)(zhong)未成(cheng)(cheng)(cheng)年(nian)(nian)(nian)人(ren)(ren)(ren)(ren)犯罪(zui)嫌疑人(ren)(ren)(ren)(ren)的(de)(de)訊問(wen)、接受公檢法(fa)(fa)等部門的(de)(de)委(wei)(wei)托對(dui)未成(cheng)(cheng)(cheng)年(nian)(nian)(nian)人(ren)(ren)(ren)(ren)進(jin)行(xing)(xing)社(she)會調查,在(zai)未成(cheng)(cheng)(cheng)年(nian)(nian)(nian)人(ren)(ren)(ren)(ren)案(an)件的(de)(de)庭前(qian)、庭中(zhong)(zhong)(zhong)、庭后(hou)依法(fa)(fa)維(wei)(wei)護青(qing)(qing)少年(nian)(nian)(nian)合法(fa)(fa)權益。據統計,2018年(nian)(nian)(nian)云南(nan)省(市(shi)、區)未成(cheng)(cheng)(cheng)年(nian)(nian)(nian)人(ren)(ren)(ren)(ren)司(si)法(fa)(fa)項(xiang)(xiang)目(mu)辦(ban)共派出人(ren)(ren)(ren)(ren)員(yuan)參加辦(ban)案(an)機(ji)關(guan)(guan)(guan)首(shou)次訊問(wen)2830人(ren)(ren)(ren)(ren)次,后(hou)續訊問(wen)1985人(ren)(ren)(ren)(ren)次;進(jin)行(xing)(xing)社(she)會背景調查944人(ren)(ren)(ren)(ren);提出從司(si)法(fa)(fa)程序和(he)實體法(fa)(fa)律處罰中(zhong)(zhong)(zhong)分流幫(bang)(bang)教(jiao)建(jian)(jian)議392人(ren)(ren)(ren)(ren);按法(fa)(fa)院邀請(qing)參加未成(cheng)(cheng)(cheng)年(nian)(nian)(nian)人(ren)(ren)(ren)(ren)被告庭審628人(ren)(ren)(ren)(ren)。另一(yi)方(fang)面,積極(ji)發揮五(wu)(wu)老(lao)的(de)(de)作(zuo)(zuo)(zuo)用,五(wu)(wu)老(lao)積極(ji)參與對(dui)違法(fa)(fa)犯罪(zui)青(qing)(qing)少年(nian)(nian)(nian)的(de)(de)幫(bang)(bang)教(jiao)矯正工作(zuo)(zuo)(zuo)。如福建(jian)(jian)泉州(zhou)(zhou)、貴州(zhou)(zhou)畢節走進(jin)監獄(yu)和(he)未管(guan)所開展幫(bang)(bang)教(jiao)活動,畢節監獄(yu)成(cheng)(cheng)(cheng)立(li)關(guan)(guan)(guan)工委(wei)(wei),打造“陽光關(guan)(guan)(guan)愛,高墻(qiang)幫(bang)(bang)教(jiao)”品牌活動。泉州(zhou)(zhou)成(cheng)(cheng)(cheng)立(li)心(xin)理(li)(li)咨詢(xun)師關(guan)(guan)(guan)愛服(fu)務團,走進(jin)高墻(qiang),開展專(zhuan)業的(de)(de)心(xin)理(li)(li)知(zhi)識講座、心(xin)理(li)(li)咨詢(xun)“一(yi)對(dui)一(yi)”輔導、矯正治療等服(fu)務;組建(jian)(jian)關(guan)(guan)(guan)心(xin)下(xia)一(yi)代志愿者聯盟,成(cheng)(cheng)(cheng)立(li)多(duo)個律師事(shi)(shi)務所志愿服(fu)務隊(dui)、心(xin)理(li)(li)咨詢(xun)志愿服(fu)務隊(dui)以及(ji)政法(fa)(fa)機(ji)關(guan)(guan)(guan)志愿服(fu)務隊(dui),跟蹤幫(bang)(bang)教(jiao)刑(xing)滿釋放(fang)的(de)(de)青(qing)(qing)少年(nian)(nian)(nian)。

《中國關心下一代藍皮書: 中國關心下一代研究報告(2020)》指出——關工委應從四方面發揮五老優勢,關愛農村留守和困境兒童、促進農村青少年健康成長

近日,中國社(she)會(hui)科(ke)學(xue)院(yuan)社(she)會(hui)學(xue)研(yan)(yan)究所(suo)、中國關(guan)心下一代工作委員會(hui)與社(she)會(hui)科(ke)學(xue)文獻(xian)出版社(she)聯合發布(bu)了《中國關(guan)心下一代藍皮書: 中國關(guan)心下一代研(yan)(yan)究報(bao)告(2020)》。

藍皮書指出(chu),中國關心下(xia)一(yi)代工(gong)作委員會(hui)積極作為,發揮(hui)五老優勢,在關愛(ai)農村留(liu)守和(he)困境兒童、促(cu)進農村青少年(nian)健(jian)康成長(chang)方(fang)面做了大量的工(gong)作,取得了卓越成效,但仍有一(yi)些不足之處(chu),對(dui)此,本報告基(ji)于(yu)研究發現,提出(chu)以下(xia)對(dui)策建議。

一是要意識到(dao)有留(liu)守(shou)(shou)和(he)困(kun)(kun)境經(jing)歷的(de)兒(er)(er)童(tong)內部呈現的(de)“異質(zhi)性”,聚焦“關(guan)鍵時(shi)(shi)期(qi)”和(he)“特殊階段”,對年齡(ling)較小(xiao)的(de)留(liu)守(shou)(shou)和(he)困(kun)(kun)境兒(er)(er)童(tong)給予更多(duo)的(de)關(guan)注(zhu)和(he)關(guan)愛。本報(bao)告數據顯(xian)示,年齡(ling)越小(xiao)的(de)留(liu)守(shou)(shou)兒(er)(er)童(tong),留(liu)守(shou)(shou)經(jing)歷對其影(ying)響越大。關(guan)工委今后在(zai)開展(zhan)工作時(shi)(shi)應對留(liu)守(shou)(shou)和(he)困(kun)(kun)境兒(er)(er)童(tong)進(jin)行(xing)分類精準施策(ce),做好(hao)低(di)齡(ling)留(liu)守(shou)(shou)兒(er)(er)童(tong)和(he)困(kun)(kun)境兒(er)(er)童(tong)的(de)關(guan)愛和(he)保(bao)護工作。

二是(shi)(shi)對于有(you)留(liu)守(shou)(shou)和困(kun)境(jing)(jing)經歷(li)的兒(er)童,人(ren)文關懷比經濟(ji)關懷更(geng)重要(yao)(yao)。留(liu)守(shou)(shou)和困(kun)境(jing)(jing)經歷(li)對兒(er)童心(xin)理、社會交(jiao)往等各項健康指(zhi)標的主觀評價(jia)均有(you)負向(xiang)作(zuo)用。這(zhe)啟示我們,對有(you)留(liu)守(shou)(shou)和困(kun)境(jing)(jing)經歷(li)兒(er)童的關注(zhu)應(ying)該更(geng)加暖心(xin)化(hua)和多(duo)元化(hua)。健康是(shi)(shi)個(ge)人(ren)重要(yao)(yao)的福(fu)祉指(zhi)標之一,但是(shi)(shi)生活的幸福(fu)感(gan)和滿意(yi)度(du)也是(shi)(shi)不可(ke)忽視的重要(yao)(yao)方(fang)面(mian)。關工(gong)委今后在開展工(gong)作(zuo)時應(ying)多(duo)方(fang)面(mian)關注(zhu)留(liu)守(shou)(shou)和困(kun)境(jing)(jing)兒(er)童的情感(gan)需求,聚焦他們對美好生活的向(xiang)往,既要(yao)(yao)在經濟(ji)上(shang)幫助,又要(yao)(yao)在精(jing)神上(shang)培育(yu)。

三是多(duo)方聯動(dong)促進留(liu)守(shou)(shou)(shou)和(he)(he)(he)(he)困(kun)境(jing)兒(er)童(tong)健(jian)康成(cheng)(cheng)(cheng)長。留(liu)守(shou)(shou)(shou)和(he)(he)(he)(he)困(kun)境(jing)兒(er)童(tong)的(de)成(cheng)(cheng)(cheng)長成(cheng)(cheng)(cheng)才取(qu)決于家(jia)(jia)長、學校、社區、社會(hui)等多(duo)方面環(huan)(huan)境(jing)的(de)營造(zao)。關工委今后在開(kai)展(zhan)(zhan)(zhan)工作時應(ying)注(zhu)意積(ji)極(ji)(ji)構筑(zhu)學校發力(li)(li)、社會(hui)給力(li)(li)、家(jia)(jia)庭助力(li)(li)、形成(cheng)(cheng)(cheng)合(he)力(li)(li)的(de)育(yu)人大格局,打(da)造(zao)留(liu)守(shou)(shou)(shou)和(he)(he)(he)(he)困(kun)境(jing)兒(er)童(tong)健(jian)康成(cheng)(cheng)(cheng)長的(de)新(xin)動(dong)能。要(yao)夯實家(jia)(jia)庭監護主體責任(ren),敦促父母即使不在身邊也要(yao)經(jing)常關心(xin)留(liu)守(shou)(shou)(shou)和(he)(he)(he)(he)困(kun)境(jing)兒(er)童(tong),給予孩子不可(ke)替代的(de)親(qin)情關愛;積(ji)極(ji)(ji)建言政府著力(li)(li)促進城(cheng)鄉教育(yu)的(de)均(jun)衡發展(zhan)(zhan)(zhan),通過深入(ru)開(kai)展(zhan)(zhan)(zhan)“鄉村振(zhen)興(xing)”增(zeng)加返鄉就(jiu)業和(he)(he)(he)(he)創(chuang)業發展(zhan)(zhan)(zhan)的(de)“崗位”,從源頭上減(jian)少留(liu)守(shou)(shou)(shou)兒(er)童(tong)數量;引導(dao)學校為留(liu)守(shou)(shou)(shou)和(he)(he)(he)(he)困(kun)境(jing)兒(er)童(tong)樹立正(zheng)確(que)的(de)健(jian)康觀,注(zhu)重良好的(de)生活習(xi)慣養成(cheng)(cheng)(cheng),積(ji)極(ji)(ji)參加集(ji)體和(he)(he)(he)(he)實踐活動(dong),掌(zhang)握科學應(ying)對心(xin)理問(wen)題的(de)方法(fa);配合(he)社區進一步(bu)凈化社區環(huan)(huan)境(jing),為留(liu)守(shou)(shou)(shou)和(he)(he)(he)(he)困(kun)境(jing)兒(er)童(tong)遠離犯罪(zui)營造(zao)良好環(huan)(huan)境(jing)。

四是加強對有(you)(you)留(liu)(liu)守(shou)和(he)(he)困(kun)(kun)境(jing)經(jing)歷大(da)(da)學(xue)(xue)生(sheng)(sheng)的(de)幫扶工(gong)作(zuo)(zuo)(zuo)。本(ben)報告研究結(jie)果顯示,留(liu)(liu)守(shou)和(he)(he)困(kun)(kun)境(jing)經(jing)歷的(de)影(ying)響不會(hui)隨著時(shi)間的(de)流(liu)逝而(er)消失,早期留(liu)(liu)守(shou)和(he)(he)困(kun)(kun)境(jing)經(jing)歷對大(da)(da)學(xue)(xue)生(sheng)(sheng)的(de)心(xin)理(li)(li)健康(kang)和(he)(he)非認(ren)知能力也會(hui)產生(sheng)(sheng)消極影(ying)響。因此,關(guan)工(gong)委今后(hou)在開(kai)展幫扶工(gong)作(zuo)(zuo)(zuo)時(shi)應跳(tiao)出只關(guan)注留(liu)(liu)守(shou)和(he)(he)困(kun)(kun)境(jing)兒童的(de)思維,開(kai)展對高校(xiao)(xiao)有(you)(you)留(liu)(liu)守(shou)和(he)(he)困(kun)(kun)境(jing)經(jing)歷大(da)(da)學(xue)(xue)生(sheng)(sheng)的(de)幫扶工(gong)作(zuo)(zuo)(zuo)。尤其(qi)是要(yao)注重對高年級(ji)有(you)(you)留(liu)(liu)守(shou)和(he)(he)困(kun)(kun)境(jing)經(jing)歷的(de)大(da)(da)學(xue)(xue)生(sheng)(sheng)群(qun)體(ti)的(de)健康(kang)和(he)(he)情緒(xu)的(de)關(guan)注,不同(tong)年級(ji)的(de)大(da)(da)學(xue)(xue)生(sheng)(sheng)面臨的(de)實(shi)際(ji)(ji)困(kun)(kun)難和(he)(he)問題不同(tong),他(ta)們存(cun)在的(de)主要(yao)心(xin)理(li)(li)問題各(ge)(ge)異(yi)。高年級(ji)大(da)(da)學(xue)(xue)生(sheng)(sheng)面臨著畢業季,在學(xue)(xue)業的(de)壓力、就業造成的(de)焦慮以及人生(sheng)(sheng)道路選(xuan)擇帶(dai)來的(de)糾結(jie)等多重因素和(he)(he)各(ge)(ge)種矛(mao)盾交織作(zuo)(zuo)(zuo)用下,身心(xin)健康(kang)和(he)(he)抑郁情緒(xu)方面可能會(hui)呈現較大(da)(da)波(bo)動。此外,高校(xiao)(xiao)新(xin)生(sheng)(sheng)入(ru)學(xue)(xue)教育是一(yi)項系統性工(gong)程,包(bao)括學(xue)(xue)習、生(sheng)(sheng)活、心(xin)理(li)(li)、文化、人際(ji)(ji)等方面,任何(he)一(yi)個維度(du)成為短板和(he)(he)瓶頸,都會(hui)影(ying)響新(xin)生(sheng)(sheng)適應其(qi)他(ta)維度(du)及總體(ti)狀態,因此關(guan)工(gong)委可積極作(zuo)(zuo)(zuo)為與高校(xiao)(xiao)合作(zuo)(zuo)(zuo)做好有(you)(you)留(liu)(liu)守(shou)和(he)(he)困(kun)(kun)境(jing)經(jing)歷大(da)(da)學(xue)(xue)新(xin)生(sheng)(sheng)入(ru)學(xue)(xue)心(xin)理(li)(li)篩(shai)查工(gong)作(zuo)(zuo)(zuo),完善預警干預機制,防范化解重大(da)(da)風險(xian)。

《中國關心下一代藍皮書: 中國關心下一代研究報告(2020)》指出——中國關工委提供的心理健康服務在疫情期間發揮了重要的心理疏導作用

近日,中(zhong)國社(she)(she)(she)會科(ke)學(xue)院社(she)(she)(she)會學(xue)研(yan)究所、中(zhong)國關心下一(yi)代(dai)工作委員(yuan)會與社(she)(she)(she)會科(ke)學(xue)文獻出版(ban)社(she)(she)(she)聯合發布了(le)《中(zhong)國關心下一(yi)代(dai)藍(lan)皮書: 中(zhong)國關心下一(yi)代(dai)研(yan)究報告(gao)(2020)》。

藍皮書指出,價(jia)值觀(guan)會影響青少(shao)(shao)(shao)(shao)年的(de)(de)心(xin)(xin)理(li)和(he)行(xing)為,進(jin)而(er)影響其心(xin)(xin)理(li)健康(kang)。關工委工作(zuo)重點之一就是加強青少(shao)(shao)(shao)(shao)年思(si)想道德建設,培育和(he)踐行(xing)社(she)會主義(yi)(yi)核(he)心(xin)(xin)價(jia)值觀(guan)。五老志(zhi)愿(yuan)者通(tong)過進(jin)校園、進(jin)社(she)區、進(jin)農村對青少(shao)(shao)(shao)(shao)年進(jin)行(xing)社(she)會主義(yi)(yi)核(he)心(xin)(xin)價(jia)值觀(guan)、理(li)想信念以(yi)及革命傳統教育,通(tong)過宣講黨史國(guo)(guo)史、革命斗爭史、家鄉民族文化、中(zhong)國(guo)(guo)夢、發生(sheng)(sheng)在(zai)身邊的(de)(de)人和(he)事以(yi)及法(fa)律法(fa)規,幫(bang)(bang)助(zhu)留守兒童(tong)樹立正(zheng)確的(de)(de)世界觀(guan)、人生(sheng)(sheng)觀(guan)、價(jia)值觀(guan),正(zheng)確地理(li)解(jie)周(zhou)圍的(de)(de)人和(he)事,守紀律、明事理(li)、懂禮貌,感恩父母、感恩學校、感恩社(she)會,自覺樹立和(he)踐行(xing)社(she)會主義(yi)(yi)核(he)心(xin)(xin)價(jia)值觀(guan),幫(bang)(bang)助(zhu)青少(shao)(shao)(shao)(shao)年積極(ji)面(mian)對問題(ti),減少(shao)(shao)(shao)(shao)心(xin)(xin)理(li)問題(ti)發生(sheng)(sheng)的(de)(de)可能性。

關工(gong)(gong)委(wei)(wei)還(huan)開(kai)(kai)展了(le)(le)一系(xi)列青少(shao)(shao)(shao)(shao)(shao)年(nian)(nian)心(xin)(xin)(xin)(xin)理健(jian)康服務(wu),比如地(di)方(fang)關工(gong)(gong)委(wei)(wei)和相(xiang)關部門和專業心(xin)(xin)(xin)(xin)理咨詢機構合作(zuo),進行(xing)心(xin)(xin)(xin)(xin)理健(jian)康教育(yu),普(pu)(pu)及(ji)心(xin)(xin)(xin)(xin)理健(jian)康知識,為(wei)青少(shao)(shao)(shao)(shao)(shao)年(nian)(nian)提(ti)供(gong)了(le)(le)有力的(de)社會(hui)環境支持。有的(de)地(di)方(fang)在(zai)當地(di)關工(gong)(gong)委(wei)(wei)支持下(xia),由地(di)方(fang)心(xin)(xin)(xin)(xin)理衛生協會(hui)開(kai)(kai)展了(le)(le)“陽光心(xin)(xin)(xin)(xin)靈(ling)”項目,定期(qi)對心(xin)(xin)(xin)(xin)理健(jian)康工(gong)(gong)作(zuo)從業者進行(xing)專業心(xin)(xin)(xin)(xin)理咨詢培(pei)訓;開(kai)(kai)設(she)家長(chang)教室,幫助青少(shao)(shao)(shao)(shao)(shao)年(nian)(nian)家長(chang)理解心(xin)(xin)(xin)(xin)理問(wen)(wen)題,找到解決其家庭問(wen)(wen)題的(de)途(tu)徑;設(she)立(li)了(le)(le)24小時未(wei)成(cheng)年(nian)(nian)人心(xin)(xin)(xin)(xin)理援助熱(re)線(xian)(xian),為(wei)未(wei)成(cheng)年(nian)(nian)人和家長(chang)提(ti)供(gong)全(quan)天候(hou)心(xin)(xin)(xin)(xin)理熱(re)線(xian)(xian)服務(wu)。有的(de)地(di)方(fang)成(cheng)立(li)了(le)(le)青少(shao)(shao)(shao)(shao)(shao)年(nian)(nian)心(xin)(xin)(xin)(xin)理健(jian)康研究(jiu)會(hui),開(kai)(kai)通(tong)“關愛心(xin)(xin)(xin)(xin)理熱(re)線(xian)(xian)”,為(wei)青少(shao)(shao)(shao)(shao)(shao)年(nian)(nian)及(ji)家長(chang)提(ti)供(gong)心(xin)(xin)(xin)(xin)理咨詢服務(wu),與(yu)此同時,熱(re)線(xian)(xian)團專家還(huan)陸續在(zai)學校和社區開(kai)(kai)展公益講座,普(pu)(pu)及(ji)心(xin)(xin)(xin)(xin)理健(jian)康、兒童心(xin)(xin)(xin)(xin)理發(fa)展與(yu)培(pei)養知識,指導家庭教育(yu)等。關工(gong)(gong)委(wei)(wei)開(kai)(kai)展“青少(shao)(shao)(shao)(shao)(shao)年(nian)(nian)心(xin)(xin)(xin)(xin)理教育(yu)流動課堂(tang)”,送(song)課下(xia)鄉(xiang),邀請、動員五老發(fa)揮心(xin)(xin)(xin)(xin)理服務(wu)專長(chang),成(cheng)立(li)心(xin)(xin)(xin)(xin)理咨詢工(gong)(gong)作(zuo)室,提(ti)供(gong)心(xin)(xin)(xin)(xin)理援助。

在(zai)疫情(qing)(qing)期(qi)間,關(guan)工委(wei)提供的(de)這些(xie)(xie)心(xin)理(li)健康服務也在(zai)特殊時期(qi)發揮了重要的(de)心(xin)理(li)疏(shu)導(dao)作用。在(zai)新冠肺(fei)炎疫情(qing)(qing)期(qi)間,這些(xie)(xie)心(xin)理(li)熱線(xian)持續工作,處(chu)理(li)疫情(qing)(qing)期(qi)間未成年人(ren)的(de)情(qing)(qing)緒(xu)、親(qin)(qin)子關(guan)系(xi)、家庭教育、因疫情(qing)(qing)導(dao)致原有心(xin)理(li)疾病加重或復(fu)發等問題。還有地方關(guan)工委(wei)推出《疫情(qing)(qing)防控(kong)親(qin)(qin)子云課堂》系(xi)列(lie)分享課程,從親(qin)(qin)子教育、個人(ren)成長、親(qin)(qin)子關(guan)系(xi)、親(qin)(qin)密關(guan)系(xi)、原生(sheng)家庭等方面,幫(bang)助大(da)家恢復(fu)健康身心(xin),獲得全方位的(de)成長。
